Abstract
This research substantiates the methodological foundations of managing the efficiency of territorial governance systems, it explores the internal intangible resource potential within these systems using a systematic analysis approach. The research highlights that interaction and cooperation can occur both among individual system elements and between components, subsystems, etc., as a result, creating prerequisites for forming qualitatively new connections.
It is noted that the integration of management approaches, namely management of the emergence potential, system homeostasis management, system homeostat transformation, feedback management in open dynamic systems, anti-entropic management potential, and adjacent opportunities management potential, can enhance the efficiency of territorial governance systems.
A pattern is outlined: the higher the level of efficiency management in territorial governance systems, the more effectively a system’s homeostat was purposefully formed at a specific stage, leading to territorial development and improved living standards for the community. Conversely, negative transformational processes can result in undesirable changes in governing subsystems.
Formulas are proposed to calculate the potential of governance bodies. The derived indicators will allow, firstly, to assess the overall efficiency of public authorities in a territory, and secondly, their ability to utilize available resources to maximize synergy. It is stated that the overall potential of governance bodies depends on the adequacy of efficiency management of the identified or formed potential of system elements. The research anticipates that in the course of further studies, one of the directions of research will be the development of an effective territorial governance model that would align, on the one hand, with the dynamic development of territorial societal systems, and on the other – bring Ukraine’s territorial governance model closer to leading European approaches and practices.
